a good way to start chewing through plot is to answer the 4W's + H questions:
- WHAT is happening? [for you, it's spontaneous wings. that one's done]
- WHERE is it happening? [real world? alternate earth? something completely different?]
- WHEN is it happening? [can be a physical time period, or even a specific set of circumstances, if that makes sense]
- WHY is it happening? [this one's already half-answered: people are dreaming of wings, and they get them. the question now is: why are they getting the wings when they dream?]
-HOW is it happening? [how does it work? biology? magic? a mix of the two?]
this could generate a couple ideas for you!

also for specifically starting plots - it's can be a good strategy to start with "weirdness" [which, you have, with the bOOM WINGS thing] and then complicate it somehow.

Oooh I remember Hidden Feathers!
Pretty much what Xenon said! If you want it to keep it like Maximum Ride, I suggest having scientists look into the sudden appearance of wings and perhaps kidnap the people with wings to run experiments on them? Or, perhaps the wings are a mark of some sort?
