For the first question: It's all a matter of genetics and dominant genes. Say a female german shepard AHH and a male golden retriever AHH crossed. Their offspring would either closely resemble the mother in animal features, the father in animal features, or a combination of the two. 
A good example is RA!Corvus. He had a mother who was a crow VF and a father who was a sheep AHH. His mother was less evolved in terms of ventus folk-- resulting in the feathers on her arms, in her hair hair and her wings. He didn't inherit the wings gene, but he inherited the feathers on the arms/hair. The genes on his sheep side were more dominant, resulting in the horns on the side of his head and the bright yellow eyes.

As for Jack's parents, her mom has the traits of a black labrador. She has the tail, canines and ears, which is what Jack inherited in appearance (alongside her mother's height). Her father has the traits of a brown/white saluki dog, resulting in him being tall, having much longer animal ears than usual and longer fur than average.
