海洲 would actually translate to something more like "sea province"; I believe that 成 (cheng) is more of a direct translation to "city"

THE BLACKBIRDS
The Blackbirds are an antagonistic force in the Rift. Categorized as a terrorist group, they've been somewhat scattered ever since the death of their leader, Rex Düsterwald. They act as bringers of chaos and were the ones who brought upon an event known as The Upheaval back in the late 60s, in which the existence of riftcities was almost revealed to the global public. Riots and protests were prevalent. The Blackbirds now operate in the shadows, lurking in gangs that compete to see whose leader will emerge victorious as the overall group's leader. Blackbirds are identified by the singular "R" tattooed on their shoulder. Your characters are allowed to be part of the Blackbirds, most likely acting as spies for them.
